Discovering Cannabis in Milan

Milan has one of Italy’s busiest nightlife scenes, with a large student population, international visitors, and an active club and bar culture. While cannabis is relatively common in some social circles, recreational cannabis remains illegal in Italy, including in Milan. The city’s cannabis culture is therefore fairly discreet compared with places such as Amsterdam or Barcelona. 

Cannabis culture in Milan

• Cannabis is most commonly used in private homes, at private gatherings, or quietly among friends rather than openly in public.

• Young adults and university students contribute to a visible but low-profile cannabis culture, especially around nightlife districts.

• In previous years, “cannabis light” (low-THC hemp) shops became widespread across Italy. However, the Italian government significantly tightened restrictions on hemp flower products in 2025, making this market much more limited and legally uncertain. 

• Public consumption, especially near transport hubs or tourist attractions, can attract police attention.

Popular nightlife areas

These neighborhoods are known for restaurants, bars, and nightlife where cannabis use may occasionally occur discreetly, although public use remains illegal:

• Navigli – Milan’s best-known nightlife district with canals, bars, and evening crowds.

• Porta Venezia – Diverse nightlife with cocktail bars and clubs.

• Isola – Trendy neighborhood popular with younger residents.

• Colonne di San Lorenzo – A popular evening gathering place for students and young adults.

These are nightlife areas—not places where cannabis can legally be purchased.

Cannabis Prices in Milan (black market)

Because recreational cannabis is illegal, prices vary depending on quality and availability. Typical street prices of cannabis in  Milan reported in recent years are approximately:

• Cannabis flower: €10–15 per gram

• Higher-quality imported flower: €15–20 per gram

• Hashish: €8–15 per gram

Prices can fluctuate depending on supply and demand, and there is no guarantee of quality or safety because products are unregulated.

Medical cannabis

Medical cannabis is legal in Italy with a doctor’s prescription for approved medical conditions. Access is through pharmacies and regulated medical channels. 

Tourist perspective

Many visitors describe Milan as having a relaxed nightlife atmosphere, but it is not considered a cannabis tourism destination. Unlike Amsterdam or regulated cannabis clubs in parts of Spain, Milan has no legal recreational cannabis market, and tourists should not expect legal cannabis cafés or licensed dispensaries.
